The Fair Wages and Salaries Commission (FWSC) on Thursday, October 2, 2025, held a meeting with the Lands Commission, the Civil and Local Government Staff Association of Ghana (CLOGSAG), and the Public Services Workers Union (PSWU) to resolve the long-standing dispute over the implementation of the Lands Commission’s Scheme of Service.
The meeting, which took place at the Lands Commission’s conference room, was chaired by the Acting Chief Executive of FWSC, Dr. George Smith-Graham. In his opening remarks, he underscored the importance of dialogue in finding amicable solutions that protect the interests of staff while avoiding further legal action.
After extensive discussions, the parties agreed to establish a technical committee to review the scheme of service and the grading structure for the Commission. The committee, which has representations from the Lands Commission, FWSC, PSWU, CLOGSAG, and the Controller and Accountant-General’s Department (CAGD), is expected to submit its report within two weeks.
The review will cover the entire process that led to the development of the scheme, examine the grading system, consider transitional grades for employees nearing retirement, and make the scheme available to the unions ahead of future consultations. Another meeting will be held to address outstanding concerns.
The Acting Executive Secretary of the Lands Commission, Prof. Anthony Owusu-Ansah, expressed appreciation to FWSC for initiating the dialogue and pledged the Commission’s commitment to collaborate fully with all stakeholders to ensure a fair and lasting solution.
Supporting this call, the Deputy Executive Secretary in charge of Corporate Services, Mr. Adansi-Bonnah, noted that current salary levels were inadequate and urged that they be adjusted upwards to enhance motivation and productivity.
The Deputy Executive Secretary in charge of Operations, Surv. Mallen-Ntiador, was also in attendance, together with other members of management who contributed to the discussions.
The meeting ended on a positive note with all parties expressing their commitment to work together to resolve the issues in a manner that safeguards the welfare of staff, develops the capacity of younger employees, and ensures fairness in the implementation of the new scheme of service.
