ACTING EXECUTIVE SECRETARY

 

Prof. Anthony Owusu-Ansah (PhD) is  currently the Acting Executive Secretary of the Lands Commission.

Prof. Owusu-Ansah was the Head of Department and a Professor of Real Estate Finance and Economics at the Department of Land Economy, Kwame Nkrumah University of Science and Technology (KNUST). Before joining KNUST, he served as an Associate Professor of Finance at the Business School of the Ghana Institute of Management and Public Administration (GIMPA) in Accra.

Prof. Owusu-Ansah holds a PhD in Real Estate from the University of Aberdeen in the United Kingdom. Prior to that, he earned his MSc degree in Real Estate Management from the Royal Institute of Technology in Sweden, and a BSc degree (First Class Honours) in Land Economy from KNUST.

He is a professional member of the Ghana Institution of Surveyors and an Associate Fellow of the British Higher Education Academy. At GIMPA, he notably served as the Head of the Finance and Accounting Department (September 2019 – December 2021) and as the Coordinator of Graduate Programmes at the Business School (September 2015 – August 2019). He also contributed to several Academic Board Committees and served on the University Council’s Finance and Development sub-committee.

Prof. Owusu-Ansah’s teaching interests include Real Estate Economics, Real Estate Finance, Quantitative Research Methods, Real Estate Valuation, Principles of Real Estate, Corporate Finance, and Financial Management. He is a recognized expert in Hedonic Modelling and House Price Index Construction and has consulted widely on crop compensation valuation, real estate valuation, market analysis, and highest and best use assessments for real estate.

His research focuses on housing market analysis, behavioural finance, hedonic pricing, index construction, land management, and land information systems. He has extensively studied the Ghanaian housing markets and has over a dozen research publications in reputable international journals, including Housing Studies, Journal of Housing and the Built Environment, Habitat International, and Journal of Corporate Real Estate.

He is also the author of the 2018 book “Construction and Application of Property Price Indices”, published by Routledge, London. As an academic, he serves as an external examiner for institutions such as the University of Mines and Technology (Tarkwa), University of Cape Coast, University of Witwatersrand (South Africa), University of Johannesburg, Central University, Koforidua Technical University, and Simon Diedong Dombo University of Business and Integrated Development (Wa)

NATIONAL CHAIRMAN

Surv. Dr. Wordsworth Odame Larbi (PhD, MSc, BSc, LLB, FGhIS)  is  currently the National Chairman of the Lands Commission.

Dr. Larbi is a seasoned Land Economist with 38 years’ experience in land policy, land administration, land governance and land tenure issues, combining practice with research and occasional teaching. An expert on land policy issues in the West African Sub region and in Africa as a whole.

Dr. Larbi worked as an independent consultant, and a member of the Coordinating Committee of the Land Sector Multi-Stakeholder Platform (LSMSP) providing support to the Ministry of Lands and Natural Resources. He also provided support to the Government of the Gambia to develop a national land policy and to the Government of Sierra Leone in the implementation of its Land Administration Project, both through the World Bank.

He coordinated the formulation of the Ghana National Land Policy which was launched in June 1999.  He is currently leading a review and reformulation of the national land policy.

ACTING DEPUTY EXECUTIVE SECRETARY (OPERATIONS)

 

Surv. Raphael Hokey, Esq

Surv. Raphael Hokey, Esq., is a seasoned Land Administrator and Legal Practitioner with over 24 years of experience at the Lands Commission. He currently serves as the Acting Deputy Executive Secretary (Operations), where he oversees nationwide operational activities and ensures the effective implementation of land sector policies, the Land Act, and directives of the Executive Secretary and the Board.

He is also a Board Member of the Forestry Commission, contributing to policy formulation for sustainable forest and wildlife management, and a Legal Facilitator for the Ghana Real Estate and Brokers Association, specialising in land law, contracts, transactions, and compliance training.

Surv. Hokey has held several key leadership roles, including Head of the Regional Operations Unit, Regional Lands Officer for Greater Accra and Upper West, and Head of Monitoring and Evaluation. He has led major public land acquisition initiatives, strengthened regional land administration systems, and championed collaborations with traditional authorities and key stakeholders.

He is a member of the Ghana Bar Association and the Ghana Institution of Surveyors. He holds qualifications including an LL.M. (Maritime Law), LL.B., Professional Law Certificate, BSc Land Economy, and a Professional Surveying Certificate. He is currently pursuing an Executive M.A. in Conflict, Peace and Security at KAIPTC.

Surv. Hokey is widely recognised for his strong multidisciplinary expertise and his commitment to enhancing land governance and institutional efficiency in Ghana.

ACTING DEPUTY EXECUTIVE SECRETARY (CORPORATE SERVICES)

 

Mr. Emmanuel Adansi Bonah is the current Acting Deputy Executive Secretary (Corporate Services) of the Lands Commission.

With over two decades of leadership across Ghana’s cocoa and commodities industry, he brings to public service a wealth of expertise in corporate governance, institutional reform, stakeholder engagement, and operational efficiency.

Before assuming his role at the Lands Commission, Mr. Bonah served as Chief Executive Officer of Tower Assets Limited, where he led the company through a successful financial turnaround, expanding annual trading volumes from 2,000 to 12,000 tons and launching a cashew trading operation from the ground up. His leadership was pivotal in establishing strong corporate structures, improving supply chain efficiency, and cultivating strategic partnerships across sectors.

Earlier in his career, he held executive and managerial positions at Splendid Business Service Limited, Progressive Licensed Cocoa Buyers Association, Dio Jean Company Limited, and Adwumapa Buyers Limited. In these roles, he consistently delivered results — from securing critical funding and advocating policy reforms to enhancing farmer engagement and introducing innovative operational strategies that doubled market share and improved service delivery.

Mr. Bonah is also a seasoned human resource professional. At PLCBA, he developed comprehensive HR frameworks, introduced performance appraisal systems, and implemented farmer training programs that boosted productivity and accountability. His public speaking skills and ability to navigate complex institutional dynamics have made him a respected figure in the cocoa industry and beyond.

He is deeply involved in national politics as a long-standing member of the National Democratic Congress (NDC). Since 2008, he has participated in four consecutive parliamentary primaries, and though he has not yet emerged as a candidate, his commitment to unity and collaboration within the party remains unwavering. As a Regional House-to-House Campaign Manager during John Mahama’s presidential campaigns, he played a key role in grassroots mobilization, helping to consolidate support and strengthen party structures ahead of the 2024 elections.

Mr. Bonah’s educational background includes an MBA in International Business from Schiller International University in Florida, USA, a BA in Economics and Sociology from the University of Cape Coast, and professional studies in accounting with ACCA (UK). He also holds GCE ‘A’ and ‘O’ Level certificates from Tweneboah Kodua Secondary School and Sefwi Wiawso Secondary School, respectively.

He has undertaken professional development programs across various thematic areas, including commodity trading, human resource management, cocoa quality assurance, labour mediation, and sustainability in cocoa production. His participation in both local and international conferences, including an internship with Daimler Benz in Germany, reflects his global outlook and commitment to continuous learning.

A visionary with a passion for innovation, Mr. Bonah is particularly focused on addressing systemic issues in Ghana’s cocoa sector. His agenda includes enhancing farmer welfare through fair pricing and timely payments, combating cocoa smuggling by harmonizing border policies, strengthening COCOBOD’s financial health, promoting agroforestry and sustainable practices, and enforcing regulations against illegal mining activities that threaten cocoa farmlands.
