STANDARDIZING GNSS-BASED CADASTRAL DATA COLLECTION: ASHANTI REGIONAL LANDS COMMISSION PROVIDES TRAINING AND GUIDELINES

The Head of the Survey and Mapping Division (SMD) at the Ashanti Regional Lands Commission, Surv. Isaac Larbi, provided training to both SMD staff and licensed surveyors in the Ashanti Region on the standards for GNSS-based cadastral data collection.

He stressed the importance of standardizing cadastral data collection and the formatting of approved cadastral plans to ensure consistency across all regions. The Regional Surveyor highlighted that the Survey and Mapping Division of the Lands Commission, as the National Mapping Agency, is responsible for setting the standards for conducting cadastral surveys.

Quoting Section 20(g) of the Lands Commission Act 2008 (Act 767), he pointed out that the division is specifically mandated to supervise and regulate operations related to the surveying of land parcels. He also noted that the SMD conducted comprehensive research to establish the best practices for GNSS data collection and to develop a uniform template for the framing of approval plans.

According to the standards for cadastral data collection, the minimum GNSS observation time for any point should be at least 10 minutes, depending on the baseline distance, with a maximum baseline distance of 95,000 feet (approximately 29 kilometers). The Regional Surveyor also guided staff on the recommended template for cadastral plan preparation, with a focus on the preferred positioning of gridding and parcel centering.

The meeting concluded with a Q&A session, during which staff discussed possible changes to the cadastral plan layout.
